Notice the nearly exact verbiage that Lovecraft seems to use in his own annual meteorological reports. In hsin earl days, circa 1904, he made copies daily of his forecasts. In his 1907 annual report, he says that he keeps copies of his reports for public viewing. This excerpt is from the 1902 Report of the City Engineer. Providence had TWO meteorological reports - one from ladd Observatory, and one from the city.
