In our discussions at the Forum (see announcement above) we feel there is a stroing lieklyhood this si a clever forgery, but you can be the judge.
WPA was the Works Progress Administration. In the midst of the Great Depression, Roosevelt's administration made jobs that fit a person's natural work talents. Writers and directors were employed to collect folklore and make films and images of notables.

Of course it is a forgery -- or, rather, it was not intended as a forgery but it certainly is fake. It was made as a promotion for the upcoming Cthulhu movie http://www.imdb.com/title/tt0478126/

Lovecraft would have been 43. That impersonator does not look 43 to me.
I think it is a promo too.
The WPA (Works Progress Administration) wasn't created until 1935, so it couldn't have filmed Lovecraft in 1933. It's just a promo for a movie, but it is rather clever.
